The breaches relate to a site on Dalston Lane that the regulator visited four times between 2020 and 2021.
At the site, where Nofax was constructing a four-storey building containing nine flats and a large basement, multiple breaches were found with the HSE shutting down works twice.
In total, nine enforcement notices were served against the company including five prohibition notices.
Breaches related to multiple working at height risks, poor fire precautions and exposure to large amounts of silica dust and wood dust.
Exposure to either silica or wood dust is known to cause threatening health conditions such as asthma and lung cancer.

Subsequent HSE investigations at other Nofax sites found additional evidence of poor health and safety as well as systemic management failings.
Nofax pleaded guilty to breaches under the Health & Safety at Work Act 1974 following a hearing at Southwark Crown Court on 18th March.
The company has been ordered to pay a fine of £63,000 and costs of £25,622.
After the hearing, HSE inspector Gordon Nixon said Nofax showed “a total disregard to keeping its workers safe”.
“They failed to meet even the most basic health and safety standards, continually exposing operatives to serious risks,” Gordon added.
“HSE will not wait until workers are seriously injured, or worse and will take appropriate action including prosecutions when health and safety regulations are so blatantly flouted.”
